Albania aims to be energy independent by 2028

Albania plans to become fully energy independent by the end of 2028 as it expands solar and wind generation to reduce its reliance on hydropower and electricity imports, Prime Minister Edi Rama said on January 14.

Speaking in Abu Dhabi, Rama said the Balkan country already produces all of its electricity from renewable sources but remains vulnerable because most of that output comes from hydropower, which fluctuates with rainfall, a government statement said.

“Hydro means water, and water means that we depend on the mood of Allah,” Rama said, noting that dry years force Albania to import power at high cost. “When there is no rain, we have to resort to imports and this becomes difficult.”

Albania, which has long relied on a system of dams and reservoirs for most of its electricity, has increasingly turned to large-scale solar parks and planned wind projects to stabilise output and reduce the need for imports during drought years.

Rama said the shift would allow the country to maintain 100% green energy while achieving full energy sovereignty within the next three years.

Over the past decade, Albania has invested heavily in solar and wind power to create what Rama described as a more balanced and resilient energy mix. The goal is to ensure that domestic production can cover demand even in years of low rainfall.

“The plan is going well and we believe that by the end of 2028 we will be completely sovereign – we will no longer buy energy from abroad,” he said.

Albania’s push for energy independence comes as many European countries seek to strengthen their energy security and cut exposure to volatile international markets following recent price shocks.

Rama also highlighted Albania’s strategic cooperation with the United Arab Emirates, crediting Emirati investment and political backing for helping drive the country’s renewable energy ambitions.
