Egypt plans to establish Alexandria-El Hamra refined products pipeline

Egypt’s Ministry of Petroleum is preparing to complete a new pipeline for transporting refined petroleum products from Alexandria to El Hamra Petroleum Port on the Mediterranean coast during H2 2026, Al Arabiya Business reported on May 20, citing a government official.

El Hamra Petroleum Port is a specialised maritime terminal in New Alamein that serves as a major logistics hub for storing, trading, and exporting crude oil produced in the Western Desert.

The development forms part of broader investment efforts by Egypt’s energy sector to improve infrastructure, expand export capacity and support long-term growth in petroleum and refining activities across the country. The new pipeline is expected to improve transportation efficiency and support the movement of petroleum products to export facilities.

The government has been seeking to maximise the value of domestic refining capacity by increasing exports of higher-value petroleum products rather than relying solely on crude production.

The project is designed to increase exports of refined petroleum products, particularly petrol and diesel produced by the Middle East Oil Refinery (MIDOR), according to the official. Recent discussions have taken place between the Petroleum Pipelines Company and the Egyptian General Petroleum Corporation (EGPC) regarding financing for the project's remaining stages.

According to the source, funding ranging between EGP 700-800mn ($13.14-15mn) is being considered to complete outstanding construction work and prepare the route for the new pipeline.
